Copy of your Iqama (printed from Absher or Tawakelna)
Optical test + blood type confirmation

Book an appointment with the driving license center (this will have to be done in advance)
You will also need an optical test for your vision (can be done next to the driving center) + hospital record confirming your blood type
On the day of your appointment, visit the driving license center and submit your documents
Pay the applicable fees (usually between 200-500 SAR depending on years of validity)
Receive your Saudi driving licence
